As part of our efforts to tidy the churchyard, and also to prevent a recurrence of recent vandalism, all small stone vases, monuments, and other loose items which do not appear to be used have been removed. Terry Evans has kindly agreed to store these for 12 months. If they are not claimed by 31st July, 2007, they will be disposed of.
The Parochial Church Council (PCC) is responsible for the maintenance and upkeep of the churchyard, especially with regard to health and safety. It is not responsible for individual graves, gravestones or any items left at graves. If gravestones are unsafe the PCC has the right and responsibility to lower a headstone to prevent it falling. The PCC is not responsible for any breakages that may arise.
"Save for silk flowers and Remembrance Day poppies, no artificial wreaths or flowers, shrubs, permanent flower vases or containers, ornaments, chippings, gravel, paving stones or kerbs shall be placed on or around any grave or area set aside for cremated remains in a churchyard." (Section 17 of the Regulations for the administration of churchyards in the Church in Wales). Regulation 20 defines a "kerb" as "an edging of any material which delineates or partly delineates the site of a grave." The PCC is expected to uphold the Regulations of the Church in Wales. The reason why these extraneous objects and edgings are not permitted is because they inhibit the maintenance of the churchyard, and the safety of workers and visitors in the churchyard. Glass, ceramic and pottery items being
vulnerable to breakage and therefore a safety hazard, are not permitted, and will be disposed of without notice, as will plastic flowers. Christmas wreaths will be removed by Ash Wednesday.
Whilst the Church recognises that families wish to mark their graves with flowers, it expects the Regulations to be adhered to.
At its meeting on 13th July, the PCC upheld the actions taken in response to the vandalism, supported the clearance of extraneous objects from the churchyard for reasons of safety and tidiness of the churchyard, commended Sid Lloyd and Len Hewitson for their work in the churchyard, noted that further maintenance work is to be done in the churchyard and its walls, and agreed to set aside an area which will be left uncut for wild flowers to grow.
